Yep... Fraternities aren't looked upon highly up here.
However, that doesn't mean that there are laws or bylaws prohibitting the establishment of a chapter house. If you rent there really isn't any issues, except of course those brought forward by the owner. If you purchase a house, you're going to have to get the chapter registered as a corprate entity (usually in the name of the "housing corparation for ____") for property tax purposes.
If you are lucky enough to be at Laurier, Calgary, or UBC (the only three that recognize GLOs) the school's greek office can help, or even set you up with some housing.
Now if you simply meant establishing a chapter - well thats more of an issue with your IHQ and there policies regarding schools that don't recognize GLOs... unless of course you're at one of the three above mentioned schools, then you (and IHQ) gotta go through the greek office of that school.
PS> Since you are a Teke I assume you're wondering about the new Univesity of Ontario in Oshawa... I remember hearing that there was a Teke interest there.
