Did Saddam warned America about terrorist attacks?

ABC news has reported that tapes found in Iraq have Saddam telling his cabinet that he has warned the Americans of possible terrorist attacks. The tapes are from the 1990s I believe...so much for the Bush claim that Saddam wanted to cause harm to America.
