Wanted: Whoever left two puppies to die

Rewards are being offered in two animal cruelty cases -- separate cases in which puppies were left to die in a north Wichita recycling bin and in a downtown apartment building.
In the first case, a black mixed-breed puppy was found Aug. 1 in a recycling bin at Earhart Environmental Magnet Elementary School, 4401 Arkansas.
The puppy, 10 to 12 weeks old, had cuts, chemical burns and a broken leg. Its front legs had been wired together and wrapped around its head and neck, with one paw inserted in its mouth, limiting breathing, the city said in a news release.
