It depends on the association. Just like some collegiate panhellenics accept locals and some don't. Ask the association where you will be living. The worst they can say is no.

Also, be prepared that if you are allowed to join it may only be as an associate member. This means that you may not hold an executive office, but you could be a committee chair.
