no expert but
From what I have read, house mothers are often not allowed to be of the same organization as the house they run. It avoids hassels and conflicts of interest.
Most house mothers seem to be older, retired women. I doubt they have other jobs. This would be responsibility enough! Of course, not all houses have house moms for a variety of reasons. You obviously need space and enough funds to pay for this person.

It depends.
The current house director at the chapter I advise is a former member who has a regular day job. While it is not the perfect situation, it has its benefits and we have been very happy with her.
The house director at my undergrad chapter was older, didn't have a day job but still oversaw the family farming operation. She was a member of a different NPC organization.

At the Eta Kappa Chapter, we don't really have a "house mom," but we do have Michelle!! Michelle lives in our house and kinda acts as an RA. She's a graduate student that serves as the NPHC advisor. She's awesome!! It's so much fun to have her in our house!! Yay Michelle!!

I have heard of house parents, a married couple who run the house. Generally, however, house moms are either single, divorced, or widowed.
GLO affiliation or not is of no concern, but I think it would be weird to be house mom to another GLO if mine were on that campus (and even if it weren't). If the house mom is not a member, she would make herself scarce whenever ritual things are going on.
I've never heard of a house mom having another job, but I guess it depends on the situation.
Most houses have house moms, but I guess if only a handful of members lived there, maybe an RA situation is OK.

Our house director is also more like an RA. She is there to make sure our house is following all of the living codes, like no drinking in the house, no candles ect...... She is a graduate student who also does an internship on campus in international affairs. her and her husband live downstairs in a mini apartment in our house. We pretty much get a new house director every year. Also she was never even in a greek organization. It works out fine becuase she really isnt suppose to have anything to do with the chapter, shes just suppose to keep the house in order.

When I was in school, our house mom was a grad student and she was also a DG. Another chapter on campus had an older "house family" with the husband, wife, and baby living there. I have no idea how that all worked out with the husband living there.

Our Awesome House Mom
We have an awesome House Mom, Susie. Although being a House Mom to the crazy DGs is a full time job, she does have another part-time job at a dental office. Susie's daughter was a DG a few years ago, and her niece is in our house right now. During Recruitment she loved to tell the story how we hired her to be the "House Director" and then once she settled in she felt like our "House Mom". She has a white marker board outside her appartment, and everyday there are new messages from all of us saying how much we love her!
On our campus, Beta has a House Dad, some others might as well. When my mom was in college she had house parents. I know that a few years ago Theta intiated their House Mom.

Not necessarily. Theta chapter (at Indiana University) initiated their house mom a few years back. Here's the story about it.
