I know way back in the day he did tons of drugs, but when he was on the show it was prescription drugs. His doctor kept prescribing him all these drugs that he was "supposed" to take for his ailments or whatever, but in reality he didn't need to take them. This doctor was caught doin this to other people, and I believe he's in jail now.

A question with no verifiable answer.
To make it even more convoluted, do you want to count those who OD'd like Hendrix, Joplin, Morrison, etc? Had they lived, where would they rank?
Oh, and do you want to count alcohol as a drug in this case?

I think that it's a tie between Jerry Garcia and David Crosby.
Billie Holiday isn't a rock star, but she did lots of drugs.
