U.Oklahoma/U.Arkansas/Please Help

Yesterday I got a story third hand that disturbed me greatly. It has to do with IFC and stupid, crushing rush restrictions. But, I have no way of knowing if these stories are true, partially true, or false altogether. If anyone here is from U.Oklahoma or U.Arkansas, please let me know what you can.
Here's what I heard: this fall, both U.Oklahoma and U.Arkansas IFC put unprecedented restrictions on fraternity rush. What usually happens is that the school wnats these rules, and goes to the IFC to make them do it.
I heard that it's against the rules at Arkansas to contact a rushee by phone. That's one of a bunch of stupid restrictions. I was told that fraternity rush numbers this fall in Fayetteville were awful because of these new rules.
The second story has a hero, and if it's true then they are worthy of legend status as far as I'm concerend. What I heard waht the IFC at Oklahoma said that no fraternity can pledge more then 50 men, and that every man over fifty would result in a $1,000 fine. I hear the Sigma Phi Epsilons pledged 75, and paid the $25,000 fine!! If that's true, then GO SIG EPS!
I'd hate to think that, in this time when we have a chance for the systems to come back strong, IFCs would allow themselves to become something that hurts and restricts fraternities rather than help.
Are these stories BS, or do they have truth in them? Thanks.
