I am an admissions evaluator at a California State University and that is what I do all day long. It's kind of complicated to explain but part of what it's going to take to raise the GPA is going to depend on how many units he has completed. For instance if he's a freshman and screwed up his first semester it won't take much to raise his GPA but if he has 100 plus units it's going to take way to many classes with A's to raise his GPA a lot.
It also depends on how low his GPA is now. For instance if he's only a few points away from where he needs to be then its not too bad. Otherwise he really needs to see an advisor.
