Are there any Alums out there that can help me?

I recieved the alumni packet, very well done, but I am confused with some of the by law proposals. There are no reasons giving to explain the CHANGES (not the grammar fixes). Is this information available somewhere?

I also can't find a date anywhere saying when I need to send my ballot back by...

Can anyone help me or am I not the only one confused?

I dont want to post my specific question in case the by-laws are sensitive and not to be discussed in this form...but no one seems to be on Delphi anymore.
