The use of e-mail for the troops is a great morale booster, especially for those serving overseas but there are times where military communications traffic take priority. The unit or installation commander can impose "MINIMIZE" restrictions to maintain communications and operational security of their unit.
Morale e-mail is generally transmitted as 'ROUTINE', which takes a back seat to higher-priority message traffic classified PRIORITY, OPERATIONAL IMMEDIATE or FLASH, in their respective levels of increasing importance.
It's also possible that his unit may be on the move, and thus unable to communicate for security reasons.
