Grrrrrr
Recruitment was a bomb! 
Only two new people showed up last night.
I'm about to give up, we've been at this for 2 1/2 years.  I'm coming to a conclusion that a service GLO cannot survive my campus. *end of rant*

Don't give up!!!
Whatever you do, do not get discouraged. My chapter is very small also. Last Fall, our Rush was very unsuccessful. We had an event every day for a week and all together we only got about 15-20 people to show up. We ended up with 2 pledges and then one of them dropped  . But we ended up with a REALLY good brother who was very instrumental in helping us double our membership the next semester.
As a past VPM, I will offer this advice to you. Your chapter should make a policy that each brother is responsible for getting one pledge per semester. This is something that is easy to do if everyone gets their friend to pledge. If you start off with a small but cohesive group, it will make people really want to join.

You chapter might function better as a smaller chapter.
Remember, quality is more important than quantity. Some service is better than none at all.
Etc, etc.

Don't feel bad. Our rush isn't going the greatest either. We have a list of about 21 people who have signed our interested list and have been called about events, but not a lot are responding or attending. However, we do have another interest meeting, that some said they would attend and we have one definite who said that she will be at pledge inductions. Try to think of it as quality not quantity.

My chapter has struggled with small pledge classes for the last couple of years, but things are looking better.
All I can add is:
* no matter your size, get out and do stuff.
* get the word out on what you do. put up posters and fliers. door knob hangers in dorms. articles in school newspaper. do stuff with other orgs, and with campus offices like your Student Activities office and the like.

Update!
I came to our meeting late last night to find 7 more new people participating, plus the two from last Thursday who returned. I don't know where they came from, but we are happy.
Now our next milestone is KEEPING these people.  I certainly don't have any expertise in this area, yet.

What keeps people are program. (ie DO STUFF).
What drives people away? no program, and sometimes bad attitudes and personalities.
Set a goal of doing 2-3 service projects a month, even if its just going and helping out at other events and groups. Do 2-3 fellowship events, even if its something simple as going out to dinner after a meeting or service project, doing a pot luck at a member or advisors place, going bowling, etc.
