The sorority I want to join next semester requires a 3.8 gpa for first year freshman. I'm going to be a sophomore next year and my gpa is lower than their requirement. Because I'm no longer a freshman, does that mean that this gpa requirement of 3.8 for freshman doesn't apply to me?
It would depend upon the sorority. Some have higher GPA requirements for freshmen than sophomores, others do not. You're best served by asking the College Panhellenic about it.

Typically sororities expect a higher GPA for freshmen since they have had HS classes. Sophomores and up get a little bit of slack on the GPA, but are still expected to have good grades.
I agree a 3.8 seems awfully high for incoming freshmen.
Are you really only considering one sorority?
