Not too sure what the problem could be, but after saving it as a bitmap/art, try opening it and then saving it as a jpeg from that format.

Oh, and another thing:

How are you saving the image? Are you using some sort of photo software, or from the internet right-click and save as, etc?

If the only image software you have installed is Paint you'll only be able to save in .bmp. To have .jpg or .gif capability you'll need something like Paint Shop Pro. I think you can still do a free trial download on cnet.com.

Unless your computer is completely bootleg, you probably have a program on the computer that can handle jpg compression - windows often comes with an application called "Image Preview" that allows opening of .jpg files, and newer versions can handle on-the-fly extension changes (ie .jpg is recognized automatically).

Also, IE or Netscape (or Opera or whatever) can open .jpg files . . . so obviously you have the capability.

I'd guess it's just something messed up on the browser options - try to save it as .bmp, then change the file extension and open with IE. If it opens, check the extension on the browser bar . . .

is your Dell new? if so XP should have a .jpg viewer. Meaning there is some program that will change it into .jpgs and it reads .jpgs.

I have had problems right clicking on certain sites. items will be saved as .art or .bmp files. but then you just need to change it like everyone is saying. this is esp. true if you are an AOL user and someone sends you a .jpg file... AOL will turn it into a .bmp.

WHOOPS! re-read this . . .

.art extensions are AOL-only - I'll assume you're saving them out of the AOL browser then.

Try saving out of internet explorer instead - it will work once you're logged into AOL.
