Ok, so I figured I'd go ahead and reply to this before someone added their $0.02 and I had to get emotional in my reply.

Anyway, my thoughts are that while in 98, my first year at school, the sororities definitely had a top and bottom ranking among chapters, now I don't feel it so much. It's almost like the greek advisors took all the "greekness" out of being a sorority or fraternity member, so it's harder to stand out. Plus with each pledge class, the chapters change, as you know.
So, I guess to answer your question, there's not really a #1 sorority now, as far as I'm concerned. But if I had to say back in 98 it was Zeta, Theta, and TriDelt. Of course, that has changed and there seems to be alot more of the "top" chapters including, KD, DG, ADPi, Chi O, etc. And there's alot less "bottom" chapters.
So I guess this is alot of rambling, but I wish there was more room in the UF greek system to have fun and still make your organization a name to be proud of, but the way I see it, there's just too much to risk with the advisors watching over us so diligently.
I'm sure UF greeks may have differing opinions and I'd like to hear them!
