Good morning! In general, how many years is a chapter permitted to be below total before they close? In other words, how long should a chapter be COB-ing non stop? As much as a chapter wants to fight for survival, it just seems that reputations are so hard to overcome.
Another question - Is it possible for a chapter to make a successful comeback after many years being a WRC?
