Hopefully the ladies of Delta Sigma Theta won't mind my input (since this wasn't posted in the Zeta forum), but I have to ask the following questions:
What about copyright restrictions?
What's to prevent the people who use the database from plagarising work and passing it off as their own?
Would those who contribute to the database of papers be able to retain the copyright for their own work?
Is there any financial incentive for contributing?
How will this differ from other research clearinghouses like Periodical Abstracts, Lexis/Nexis, Findarticles.com, ERIC and others?
How will you ensure that the research you're sent isn't plagarised?
How will you assess the information contained within the scope of the papers; e.g., will you read each one and determine its merit?
Will you accept papers that only merited a C+, or will you take papers that only received grades of A- and greater?
Just a few questions that I have. I think a national clearinghouse for resources is a wonderful idea, but I'm not sure a broad-based academic research database is what you should be thinking of. The other phases of your project make much more sense (to me) and I think in the long run you'll find that those phases will pretty much run themselves.
