In my experience, you see this happen more often with struggling or new chapters who are desperate for new members. Large groups of friends will often all decide to push for a specific chapter (and in the case of NPC recruitment, often "suicide" or ISP) in an attempt to "take over" the chapter. In the history of Dartmouth Greek Life, this has happened a few times for both sororities and fraternities.

But this would have to be a whole lot of people doing it, not just a group of 3 or 4.
