Weapons... Arms Dealing...

Just started watching 60 minutes. Saw the pentagon and military's new bug zapper--active denial system... I kinna think it's awesome, but folks are worried about it being used for torture or restricting the people's right for free access.

I would think that our military has a strategy as to how to use this weapon and what scenarios they can optimize its use--why not take it out for a stroll to zap all the bugs?

Is it actually called a bug zapper? When you say active denial system, can you explain what that is? Denial to what?
