It depends on your school. Some schools do not recognize locals, and many IFC and PAnhellenic Councils will not vote to admit a local into full membership. Starting a local can be very hard, especially if you plan on staying local. HOWEVER, if you are interested in starting a local Interest Group that would act as a local fraternity or sorority for a time while you shop around for a National or International organization to petition for colony status, that is probably easier.
The biggest problem about establishing a local org. is handling the liability issues, risk management, insurance and hazing problems that often plague these type groups that do not have an umbrella-type national office to help it with those type problems. Creating a local group to serve as an interest group is probably your best bet if you do not have any orgs that appeal to you in the current Greek system...but do your research on the type of organization you want before you make a decision. Also, it is a good idea to petition to several orgs. at once (like your top 3 or 4 choices) and pick which one best fits your local.
GOOD LUCK...it is a tough road to travel when you are a local in a national or international Greek system, especially if your school does not support you.
