If this is true, that officer should experience the full wrath of the Israeli judicial system. Better yet, he should be released, unarmed, to a Palestinian mob.

Is this a case of a soldier thinking of the "other" side as animals, and he doesn't have the ability to feel any compasion?

I don't know. I can't comprehend what can go through someone's head to do this. Thankfully an investigation will be done and the situation will be dealt with. Not only is it an awful act for the victim and the family, but it is a shameful spot for a country and his fellow souldiers. But I am glad Israel will investigate this...I know the PA/PLO wouldn't.

I know there are various studies on soldiers who has gone over the edge, so to say. They no longer see other people as human being, but as objects. Maybe it's a way to counter act the pressure both sides encounter.
