Hi there! I'm sorry you missed out on formal recruitment at Western this year. Still, I'm so glad you like AOII and the women of the Alpha Chi chapter. They're fantastic and yes, I'm biased when it comes to our chapters in Kentucky!
You should probably contact the greek adviser at Western Kentucky University, and he or she could tell you if AOII would be able to participate in spring recruitment activities. If the chapter is already at quota and total then they would not be allowed to take any more new members until they were under campus total. It wouldn't surprise me if that is the case, and if it is, they may not be able to take more new members until next fall.
If I may ask, do you currently have friends in the chapter? If you do, you may wish to casually let them know that you'd like to learn more about AOII membership. That way, the chapter would know you were interested if/when they are able to recruit more new members!
I know from personal experience that there are many other outstanding sororities at WKU you may wish to consider (not that I want to dissuade you from AOII at all, but please keep an open mind
