Quota/ Total Question
I'm sure I know the answer to this or that it's in here on the boards somewhere but I can't find it:

If a chapter (NPC) doesn't make quota but is still above total during formal recruitment, can the group COB or snap bid up to quota?

Yes, you may bid until you reach the quota number and no further.
