			Okay so I go to a small school with a small panhellenic (only 6 chapters!)  
One of these chapters is not an NPC sorority. It is a small local sorority. They are technically a minority group because they only accept girls of a certain minority (they have told us that, we arn't assuming!). They are part of our Panhell council, and I honestly dont think they would survive without us. even though they arnt national. But they keep trying to get around formal recruitment. Like, they emailed us the other day with a list of COB's. Even though we told them several times (sooooo many times) that they can not COB untill after the end of formal rush. Does anyone have any advice for how to deal with this chapter? They have no national to answer to, but we can't just kick them out of our Campus Panhellenic Council because (our advisor says) it would be seen as discrimination.

			Are they violating actual rules that are written down and every member GLO has to follow? If so, it's not discrimination, it's fairness. If not, then your Council needs to tighten up their rules. It may be that the local doesn't understand the way things should run - or they may think the rules don't apply to them. The advisor needs to step in and educate them, and hold them accountable. It's usually policy that bids can't be extended until after Fall Rush (correct? It is at my school). Talk to their higher up, start imposing penalties/fines on them, anything within the Panhellenic Council's authority.

 If they're part of your council, then they need to abide by your rules. 
 
Be sure that you are being clear with the rules though, and aren't assuming that they should know. If they are a local sorority, they may not fully understand them.

 If they straight up said that, THEY are the ones guilty of discrimination, and your school should be notified ASAP.

 Exactly what I was thinking.
  
If it was their choice to join, why would they make such a decision if they don't want to play by the rules?
  
And as long as they're part of Panhellenic, whether they chose to be or not, they should experience the same penalties that any of the NPCs would for an infraction. If you're governed by one council, you all have to abide by the rules that have been decided and voted upon by the members of that council. 			i find it very frustrating when school administrations force non-npc chapters to join the college panhellenic association. it is often the square peg in the round hole and doesn't seem to work well at all.
