Old/New membership

Ok so I have looked all over for information about this specific topic and now I need someones advice/help. I attend a small commuter school and I was a part of an NPC sorority about a year and 1/2 ago. However I have been working with some women on campus to create a new sorority on campus, but there are some women I know who want to leave the NPC to come to join with us. We would like to start a chapter of Kappa Beta Gamma or another non-NPC affiliated chapter on campus b/c thats all we have right now. I think diversity and more choices will help during the recruitment process. Anyways what I need to know is, can these women leave NPC and still join or is there a waiting period? Is there any rule against starting another NPC when you were originally affiliated with one to begin with. Any advice or help?
