Yes. And, ususally it's Freshman and Sophomores.

Upperclassmen quota is a campus thing, and would depend on campus rules.
I would
GUESS that they could COB upperclassmen, but chances are, if upperclassmen wanted to go Greek so late in the game, they would have rushed.
