It's probably not necessary to pay anyone for a design... if you use a content manager like Joomla it's so easy to update - it comes with a newsboard, calendar, picture gallery, etc - and doesn't really require any "design" on your part (other than maybe putting together a nice header with the crest/letters/chapter name). I built our chapter's site from scratch (working on a new one) because I'm pretty good with web design and graphic work so it's free for us. However in your case I'd check out some content management systems. Also, depending on who does your hosting, most of them come with some CMS's preinstalled, so all you have to do is click a few buttons and you're good to go.
