I'm confused...you mean there is one rush for sophomores & up and another one later for freshmen? Are sophomores allowed to go to the freshman one?
It sounds like you mean that some groups are COBing before formal rush to get their numbers up - in which case your choice of groups would be limited.
And as far as this chapter that contacted you, they sound like a bunch o' sketchy monos. If they invited you to open bid parties, it has NOTHING to do with you being able to do formal rush, unless you would have signed a bid.

i am a slighly confused too. as 33 said, it sounds like the spring contact you had with the chapter of your cousins sorority was for continous open recruitment. it also sounds like there were only two spots open until they were back up to total(the maximum number of members any chapter on that campus can have). once those two spots were filled, they could not hold anymore recruitment events, until fornal recruitment. i don't quite understand what lie they told you-perhaps you can restate it.
i don't know what to tell you about the new recruitment because i have never heard of a pre-recruitment for sophomores. does this pre-recruitment include juniors and/or seniors too? will there be separate quotas(the maximum number of new members that a chapter can pledge) for the first recruitment and for the one later in the fall? for instance, each sorority can pledge 4 upperclasswomen, and then later in the fall, they can pledge 25 freshmen.
i am curious to learn more about this. if we have a bit more information, we might be able to answer your questions for you.

I think she means that this sorority told her that if she went through rush (formal, informal or COB) in the spring she couldn't come to their open bid parties or get a bid from them. Then when she got there, she saw other girls that HAD rushed in the spring, and they were the ones who ended up getting bids. At least that's how I took it.

Hmmm... sounds like "my" school
The original post has been edited so I cannot see that but from what I see here this looks like maybe the same thing they are implementing this year at the school where I advise.
Basically administration decided to move FR from August to November. Their argument is that freshmen need time to adjust to school academically before committing to Greek Life. (Don't even get me started on why I think this is a bad idea.) Because they just told us this in March/April, not having a full new member class in August would cause major budgetary problems for every chapter. We are accustomed to having ~120 paying members in August. With the change we would only have about 80. So the school agreed that we could all COB in August to total. The COB process will only be open to students who are upperclassmen or transfered from another school (I think they have to have 12 hours completed or something). FR in November will be open to any full-time student at the school - so upperclassmen and transfer students can still choose to join that way although it might not be the best idea. Many groups on our campus will not take upperclassmen through FR.
The chapter I advise had three empty spots beginning last January. There were roughly 20 interested women. We decided that instead of taking only 3 of them and making the other 17 mad, we'd just leave those three spots open until this fall when we can hopefully take all 20 women. Basically we didn't want to burn any bridges when we knew we could take as many of those women as are qualified in the fall. Of course we also run the risk that they'll choose another group since all the groups will be trying to COB to total in August. This also could mean that chapter size will increase. If we all COB to total (114) and then take a whole new member class in November, we're looking at chapter sizes of ~150 or so.
Anyway - just thought I'd post in case that is similar to what is going on here. Again, I couldn't see the original posting.

thanks for your posting. i now understand. it is too bad that this was sprung on you all with little warning-it is good that you were able to make lemonade out of this lemon. best wishes for much success in august with the upperclasswomen, and also in november during formal!!

I agree 100% with deferred rush, but I don't agree with them springing the change on you so quickly without giving you time to plan - that totally isn't fair to you financially.
