He didn't say step or half, he said brother. Plus, I believe legally speaking, yes, your cousin's step and half brothers are your cousins.

Fraternity brother.
Some people also like to refer to their friends as "Brother" and I believe certain chicks look for "Brothers" to date, although I don't know what that means.

My Aunt Divorced her husband in 1979, several years before I was born.
When they were together they had a kid. My cousin.
After they divorced my cousins dad remarried and a few years later had another kid.
My cousin refers to this kid as her brother. I refer to this kid as my cousins brother. Not my COUSIN.
