Signs the girl is a cheap ho bag
You see a girl in a bar and you notice she has these open thick soled flip flops: she is a ho.
You notice her shoes have those wood looking soles/heels: she is a ho.

YES. Those shoes are ugly and a throw-back to the late 90's. Any girl I've seen wearing those platform flip-flops has been trashy.
*I apologize to any non-trashy GCer who owns those shoes.

I don't understand the part about wood heels and soles. I have never seen wood heels or soles.
I don't like those flip flops at all, but not due to the cheap ho bag factor.

The answer to your first question is yes. She is a ho bag.
As for the second question, a girl who asks for a drink is a ho bag. But, a girl who is given a drink by some guy that actually thinks he has a chance of scoring is not a ho bag.

That is hilarious! BTW, I don't mind those platform flip-flops. They hit my area only last year or the year before and they're already out, but they don't scream "ho" to me.
ETA: To clarify, is this what you all are talking about?

I'd kinda have to agree with you on that one. (I really did just LOL at your comment!) However, the wood soled shoes are really great for various forms of dancing because they glide easily and they make a little tapping noise.
