However, consider this:
There are rules and regulations that members of each NPHC sorority have to follow when it comes to membership related questions. For the most part, all they can do is refer you to "official" people or entities, like the national website or a chapter president.
In your case, I would suggest going to the national website of the sorority you want to pursue and thoroughly research it.
To answer your question, who is in charge of the membership process may not be for you to know at this time. I personally have seen reactivating lines brought in strictly by grad chapters in some cases, and in other cases it was with a neighboring chapter which also happened to be having intake. It's anybody's guess.
In your case, I would suggest waiting until you see some fliers or other official university and/or sorority information. If you have family members, childhood friends, or church members who are in this sorority, I would suggest talking to them in the interim. And of course, always visit the national website.
