As a member made through a city-wide chapter, I will try to answer your question.
City-wide chapters are geographically based undergraduate chapters. The chapters include schools where the AA population is small and would not support a single campus-based chapter.
For example, my chapter, Mu Psi, is the citywide chapter for Baltimore and includes schools such as Loyola University, Johns Hopkins University, College of Notre Dame and Goucher College. All of the NPHC orgs at my school (JHU) were citywide (or that orgs version of a combining schools). The orgs at the time I attended included DST, AKA, Kappa, Alpha and Omega. There are now SGRhos on the yard and at one time there were Sigmas as well.
So, in short, there is a need because some campuses, usually PWI, cannot support a single chapter on their own. Each org has an answer to that dilemma and DST's answer is the city-wide chapter.
