i have an LJ account, but I like Blogger better. LJ I think of more as social software and blogger as well, blogging.
It all depends on what you want out of it.
A lot of "serious" bloggers also use WordPress, but tht's beyond me - i think you need a host for that.

I recommend Xanga.

I hate Xanga because it seems like it's overflowing with adolescents. LJ has more people "my age" with similar interests. I could give two shits about PeEpS WhO TyPe LiKe ~*~*~*~*ThIs*~*~*~*.
You have an easier time manipulating the layouts and colors on Xanga. But I prefer the more sophisticated look of LiveJournal. The BlogRings on Xanga are a pain in the ass to navigate, while the communities on LJ are more organized and easier to find.

Livejournal and Blogger are the best. For some reason, Xanga grates my nerves. Like OTW said, a lot of high schoolers use it and it just seems too flashy. I like LJ's entire layout a millon times better.

LiveJournal seems the most user friendly of the ones I've tried, and that's really important to me since I get impatient easily.

I had Blogger before I moved over to MySpace. MySpace's blogging system isn't the best, but I didn't want to have two sites. So I just stuck to MySpace.
