Theory:
The higher your intelligence (or ability to take tests), the more likely you are to make it into higher education. [Side theory-- The greater your income, the more likely you are to vote Republican, by a small margin.]
The lower your intelligence (or ability to take tests), the less likely you are to make it into higher education.
Highly educated people are more likely to understand the issues and be willing and able to take the time to vote on those issues.
So those who vote would more likely have high SAT scores, and those who do not vote would more likely have lower SAT scores.
