I don't know, but FUPA doesn't do a damn thing and FUBU just watches.

ETA. BetaRose: it looks simpler than that on *paper*? Child's parent(s)/guardian responsible up to 18, then all access goes to child. Unless said child over 18 is a [financially] dependent student or said over 18'er gives written consent.
Would the absence of it [or similar legislation] have changed [even removed] GLOs, honor societies beyond all recognition?
(I.e. no/more limited access to GPA this, that).
But back to the initial questions.

I'm with you in that it does give you me a terrible headache. I am an admissions evaluator at a university and am constantly getting yelled at by parents/guardians about why can't I say why their child was denied admissions. At the same time there are times I love the law because I can tell the obnoxious person on the other end of the phone that i am unable to discuss anything with them because of Federal Law.
The worst thing right now is all the parents of incoming freshman who are calling demanding to know why their child wasnt admitted. I just want to tell them did you ever look at your child's grades in high school - I've had more then one applicant with less then a 2.0 GPA and the parent thinks their child should be admitted to a university.

Interesting that few have replied; thank you to those who have.
Are there sites which talk more about it (I've seen the governmental one)?
What seems to be the case though is that if it was not in place, there could be no academic honor societies, no invites to join them as grades couldn't be obtained. Social Greek life would be different as obtaining grades would not be easy. Or I may have misunderstood.

FERPA has made it an extra pain in the ass to put my Law School Admissions Council packet together.
