I think what you're getting at here is the affiliation period, not recruitment, right? (yeah I know, stickler for terminology)
In terms of making very knowledgeable women, there are things you can do.
one suggestion - get the sapphire sisters more involved - I know many chapters like to hold out revealing until initiation, but the truth is the Sapphire sister is intended to support new members and be a guide for them. If you get sisters to work on their vision modules together, then all sisters learn and are involved in the new member period.
also - frat ed can be very important. separate weekly meetings are not recommended at all, therefore, it would be great to see the SDC and VA collaborate on programming that can be offered within a meeting that only takes up 15-20 minutes each week. (even the good-ole standby of jeopardy can help)
Another suggestion - actually have all sisters do those parts in the vision manual. if they've already done them, they can rethink it. Maybe have a mini group discussion on some areas that are brought out by the manual - or on our core values, etc.
While I think it is very important that sisters learn the facts/history of phi sig, I really think incorporating the values into new member affiliation is also necessary to produce sisters who have a true understanding of our sisterhood and its commitment.
And, unless mistaken, I don't think any of these suggestions would infringe at all on the new member's individual rights.
In my opinion through the new member period we are not making members earn their letters, but rather allowing them to develop an appreciation and understanding of our sisterhood.
