Organizations use different names to describe groups of members and/or interested parties who have gathered together with the purpose of establishing/chartering a chapter. In Alpha Kappa Alpha, we use the term interest group. When I was trying to start an AKA undergraduate chapter in my area, a group of Sigmas were trying to do the same at their school and their were called a colony, so it really depends on the organization and what they decide to call these groups.
