I am the Founder of a Local.
What are you proposing?
Local for affiliation with a National, MGLO, BGLO?
What is the Greek feelings on campus, how many Greeks, what is the school population are some of the questions that would be of help if you are truly interested.
Edited to add, it is not a Frat! If you are interested, it is a Fraternity!

Classic, need to be posted again.
As to your question, it depend on a what school you go to, what is the current climate of the school in term of fraternity membership, etc. So I would suggest you contact the local IFC or IGC, Greek Life office and find out what are the criteria.

Exactly. Sometimes, IFC is already looking to expand. They may even have lined up an organization to recruit a colony on campus. The easiest formula for success is to jump on board with one of these groups.
There are also certain inter/national fraternities that are very aggressive concerning expansion. TKE comes to mind. If no luck with the above, try contacting inter/national organizations like this to see if they have interest in helping you. Sometimes they are more receptive if you have already formed an "interest group" consisting of several other individuals. I believe that one of our newest Sigma Nu chapters (at Longwood College in Virginia) started as an interest group that petitioned IHQ for colony status.
Otherwise, you can start from scratch. That'll be the toughest of the 3 possible roads you can take. Locals can be great. They can also be short-lived if improperly managed. There's a lot that goes into a fraternity that at first glance you'd never think of. Risk reduction and chapter programming for example. National organizations are a huge help in this.
Whatever you choose, good luck in your endeavors.

Research national orginizations yourself. They will send you expansion packets. Get a group of guys who want to start a fraternity and discuss the expansion packs with them and then decide from there which one seems the best. Go for one that feels right in the heart.
