See if the IFC/IFSC is doing anything over the summer, especially at summer orientation sessions. The worst thing that could happen is you get the same names as other groups, but is more contacts than you would have if you did nothing.
Also, if you are the High Delta or on his committee, you can spend the summer coordinating and planning all of the Fall Recruitment activities, so that everything is in place when school starts back up, so the other Chapter members have nothing to worry about except meeting people.
A final thing would be to participate (and get as much of the Chapter to do this as well) in Freshmen Move In. Where else can you meet new Freshman, know where they live on campus, spend some time talking to them, finding out what they like to do, mention the Fraternity, and set up a follow-up activity all in 30 minutes.
