What browser are you using?
If you're using a version of IE, try going to tools - Internet Options - General.
There should be a tab that says something to the effect of "Temporary Internet Files" and it will give you the option to delete them. What this is is every time you go to a website, it gets stored here so that it can just pull it from memory next time you look at it, rather than having to connect up to the server again. Note: this will probably sign you out of any websites (ie. Greekchat, Hotmail, etc.) and if you have passwords saved you may have to re-enter them, depending on the website.
What may be happening is that for some reason your browser is looking for it's cached (stored) copy of your hotmail inbox. Deleting these temporary internet files will force the computer to grab the page from Hotmail itself, and hopefully get you into your email.
(I apologize if you know all of this already!!)
