I believe that is an old picture and the guys were disciplined for their behaviour. It doesn't excuse the behaviour though. Someone correct me if I am wrong.

You are correct. There was a big thread several months ago when this picture showed up on the internet. I don't remember the outcome, but several members, and the chapter (I think) were sanctioned.

Taking a picture of this was almost as dumb as the act in the first place.
