I'm kind of in the same boat that you are. Scholarship is kind of the just for title position on our exec...you really are not expected to do much except plan the scholarship banquet at the end of the year. I am trying to do more, but I understand that it can be difficult when you have nothing!
One thing that I am trying to do is a newsletter for faculty about each scholarship programs to show that faculty that we are trying (Luckily, our panhellenic's grades are pretty good!). I also want to do a scholarship roundtable with the scholarship chairs of each chapter, so that we (I am VP Scholarship for my chapter as well) can get support in being the "Bad guy" about grades. I am also going to re-activate our chapter of Gamma Sigma Alpha.
Our exec. also wants to start a Faculty Appreciation Week by doing a breakfast and other things (still very much in the planning process!).
One thing that may help you out to encourage working for higher grades is to have something like an award incorporated into Greek Week (if your campus does that) or an award presented at a campus awards ceremony! I know on our campus it is bragging rights to be presented an award..any award.
