Getting non-sisters/brothers active in a site is two fold: Publicity and Development.
Publicity:
* Include the URL on Flyers and handouts.
* Encourage sisters/brothers to include the URL in their .sig file (contact information attached at the end of email, posts, etc).
* Add your pages to sites such as greekpages.com, greekzone.com, etc as well as those at your University, and Nationals (if applicable).
Developing a well site is easier said then done. My chapter is currently revamping our site (URL below). The first sections that went in was on Rush. We expanded the section to include show a positive greek life, explain our Rush/Candidate (New Member) Program, and explain who we are and the benefits of involvement. Two sections in development our history and our Resources (links). Because our sorority is a social sorortity for women in technical studies/fields, we hope to reach others with our resource pages which will reflect links to scholarships, jobs, organizations in the technical area.
Much of reaching non-memebers (and members for that matter) deals with the focus of your pages. I'll be willing to talk about ideas via email if you want.
Good Luck and post the site when you have them up, I'm always interested in see other's pages!
