Our rules are similar. I don't smoke, but those who do cannot smoke in letters, jewelry. You also have to sit down. There is a particular rule about not smoking while walking because some sisters said, "Well, you can't sit down when you're walking to class, so we should be able to smoke while standing and walking." That's why they eliminated the walking thing because exec and the advisor said it makes you look like Jeanine Garafolo in Romy and Michele's HS Reunion!
Oh, and we can't drink alcohol in letters or jewelry either, and we also have to drink out of a cup. Cans and bottles are a no-no. It was funny at parties where the guys ran out of cups and then had to go to their rooms and find us coffee mugs and such!

Alright, back to the original topic...
Having been a member of my chapter's disciplinary committee, I learned some very important things. The majority of the time, when someone behaves like this, they are having personal problems with which they need help.
Disciplinary meetings are not supposed to mean that you are "in trouble." It means that your behavior is inappropriate (e.g. impairment of chapter unity) and you are going to work with the committee to find a solution.
In years past, the typical actions taken by the committee were fines, loss of voice/vote, and loss of social privleges. It was when we looked beyond punishments and focused on being constructive that we really made progress.
The discipline committee should let her know that they really care about her, but they are concerned. Try to get to the root of the problem. For example, maybe she is struggling with self-esteem issues and needs to see a counselor. Maybe she had some personal event at home and needs a support network.
The only way to find out is to ask her.
