I have felt the same things as you, being currently the president of my chapter. Some suggestions that I would make:
Delegate as much as possible. If you can, make every member responsible for a
little part of the grand scheme, that way they won't be resentful or get burned out. Everybody wants a part and wants to be heard, no matter what the exact extent of it is.
Prepare the agenda yourself. Depending on how big your chapter is, you probably know what needs to be dealt with at the meeting. If you print up an agenda with a little reminders and main topics, then I would bet that would get the committee chairmen off of their ass and be ready to contribute in the future.
Overall, don't be too bossy. I know it is tough being president and not riding people hard, hell, I've done it myself too. But in the end, people won't do what you ask unless they can see the benefit of it for themselves. Sounds selfish, but it's true.
