Hypothetically, if you make it to pref round, attend all parties you are invited to, and list all of those houses on your pref card, barring any extreme circumstances which would cause you to be cut after pref, you will get a bid to one of the houses listed on your pref card. It could be your #1 choice, your #2 choice, or your #3 choice (I'm assuming with the number of chapters at UT, pref round is 3 houses). This is called maximizing your options. If you are invited to 2 houses, and list both houses, you will get a bid to one of them. If you are invited to 1 house and list it on your pref card, you will get a bid to that house.
If you SIP (single intentional preference, or suicide) - write down less houses on your pref card than parties you are invited to (you are invited to A,B and C but only want to list A & C on your pref card), you are not guaranteed a bid.
This is all supposing you make it to pref round. If you get cut completely before pref round, obviously there will be no pref card to sign and no bid.
