I think this is a good idea, but it could be complicated depending on where your school is located, namely if you have no schools near you or if you have no transportation to get to the closest school.
I went to college in DC and my school had a large, well-staffed Volunteer and Public Service Center (which later folded into the Center for Social Justice). People who had ideas for service clubs could go to the center, get their group recognized, and then get access to university benefits to carry out the project.
If I were you, here's what I would do:
Try to recruit 12-15 people who are down for such a club.
Get campus permission and an advisor of some sort, if they do that.
Identify a nearby school/teacher.
See what books are on the curriculum which they feel book buddies would be helpful for.
Plan a trial semester in which you all read one to three books that the students are reading.
And then do some sort of monthly activity where the buddies meet and discuss the books.
It seems simple enough after it gets going!
I would focus on the books on the curriculum because teachers are more likely to work with you if it helps them meet those standards and stuff.
