Is it okay to only have one rec letter per chapter at University of Arkansas or should I try to get 2-3?

At minimum, one per chapter. Standard is 2-3.

Yes, minimum one per chapter. Better to have 2 or 3, if possible.

You want to ask for more than one because you never know who might forget to mail theirs in, or will agree to write one and then never will, etc. Err on the safe side and go after 3, if possible.
