For night 2 (my school's equivalent would have been theme party - I go back to the days before we had philanthropy rounds and such - heck, I go back to the days when we called it rush and PNMs were rushees and recruitment counselors were rho chis) we went for a sort of business-casual look. Blouses or shells, slacks or skirt, heels or flats, no jeans or shorts. For us, this was a skit round, so obviously you'd wear your costume if you had a part in the skit.
For comparison's sake, our open houses were pretty casual (letters or rush T-shirts, and shorts or jeans) and our pref round was quite formal (all chapters wore black dresses, except for Alpha Phi, who wore white dresses and thus stood out).
My school is just outside Boston, and we held FR in late August, when it is still pretty hot and sticky out. Fortunately, most of our parties were held in the student center, which was air-conditioned.
