Overdressing?
On one day of recruitment, we (the PNMs) are supposed to wear a school t-shirt and "shorts or capris" according to the recruitment handbook. How closely do I need to follow those rules? Would it be inappropriate to wear a casual skirt with some cute accessories?
I'm afraid that "overdressing" could be detrimental, so I thought I'd see what you ladies have to say. Thoughts?

I'd suggest following the rules. You can definitely do something a little different and accessorize to make yourself stand out even if you're wearing shorts or capris. While I don't think wearing a skirt would be "detrimental", the last thing you want on day 1 of recruitment is to be uncomfortable/stand out in a bad way because you didn't follow the rules like everyone else.
Worry more about your conversation skills, recs (if applicable), and putting your best foot forward. You won't be accepted into a chapter simply because you're wearing a skirt.

I know someone on here will be much better at answering this, but in my experience with Texas rush, er, recruitment, you need to follow the rules or you will stand out in a bad way.
Make sure your t-shirt is new, shorts in excellent shape, fit well, etc.

Depending on the set-up, you may be sitting on the floor, or your rusher may be sitting on the floor in front of you sitting on a chair...you don't want to be in a skirt.

Exactly...follow the rules as to what clothing to wear, but make sure they are the nicest pieces of those clothing items that you own or can obtain. And feminine. In other words: a French cut school t-shirt, not a big baggy one. Capris or shorts that flatter your figure, not ones with umpteen cargo pockets.

They don't give you a shirt to wear? Weird.

I've seen other schools on here where you just have to wear a "school t shirt." I like this concept far better than everyone getting issued the same thing, which may be a color or style that makes you look like ass. This keeps it casual and you can still dress in a way that makes you feel pretty and confident. If I had been forced to wear a yellow t-shirt (our school colors are blue and gold) I would have probably gotten kicked out of rush because everyone would have thought I was suffering from jaundice.

Depending on what stuff you are allowed to have with you at the beginning of the day I would consider wearing the skirt and having the shorts/capris in my bag. That way if everyone else ignored the suggestion I'm fine but if not I can change.

Well that, or everyone looks the same.
We tried that one year. We had every PNM wear a KSU tee (of their own choosing.) Let me tell you, it is no fun at all when you're trying hard to remember someone and someone says "You know, the blonde in the short sleeved KSU shirt." That really narrows it down.

On that note, one of the reasons I was REALLY bad at recruitment is that I remember women based on what they were wearing. The next round, when they were in different clothes, I often didn't realize it was the same person. I was really horrible at recruitment. These days, I know faces, but I can't remember names for the life of me. Very odd.
