Just to add, my understanding is that while there may be summer rush events and parties, bids may not officially be offered until the more structured formal rush in the fall. While I am not 100% sure, I believe that to receive a bid, one has to sign up for the formal in the fall - even if they receive a verbal bid over summer. In other words, you will need to sign up and participate in the formal fall rush to receive a bid.
Having said that, summer rush events are where many of the chapters meet their potential new members. These events are much more informal so attending as many summer events as you able to do, is a good idea.
Unless you are already planning on attending Arkansas for summer school, I wouldn’t do so just to be able to rush or attend parties. Your summer school grades will count toward your GPA so if you have “too much fun” and don’t make your grades, it could keep you from receiving a bid in the fall.
As for when and how to get on guest lists, contact the Arkansas IFC office (on-line / call) and ask them directly. You may also check each chapters’ website to see if they have any specific information about rush events/contact lists.
Also, it isn’t unusual for some chapters to have parties outside of the Fayetteville area. I don't know, but Kansas City might be one of those areas. Again, contacting the IFC office (or Arkansas Greek Life office) is your best bet. Let them know you are interested and ask what you need to do to contact the various chapters.
